The app starts with a virtually blank slate, but simple guidance throughout will get your young one going in no time. From building houses to building a whole town, this wholesome app provides hours of entertainment.

The $3.99 price point is reasonable given the depth of the gameplay experience. Compared to traditional city building apps, Hoopa City 2 includes “8 world-building elements” which unlock dozens of additional building types. We loved this puzzle type feature that challenges players in unique ways.

Aside from just city building, kids can also explore the building interiors and dress-up the citizens of their towns. We also loved the night and day mode, a cute addition that delighted our testers.

We found the instructions to be great for younger players, particularly the Building Book which keeps track of the items you’ve unlocked and how to build them.

Players can save over 20 cities, giving the game a lot of depth for kids who love sandbox play. We also love that it has an offline mode.
